The Trump administration's "mass layoffs" continue, with nearly 10,000 employees being dismissed. Several departments have announced the number of layoffs and their plans. What is the impact of this controversial wave of U.S. government agency reforms?
On the 14th local time, U.S. President Donald Trump and Tesla CEO Elon Musk's plan to significantly reduce the number of federal government employees continued to progress, with over 9,500 people being laid off. Several departments also announced the number of layoffs and their plans on the same day.
The mass layoff plan has not only drawn criticism from Democrats but has also sparked multiple protests across the U.S.
Controversial U.S. Government Agency Reforms: What's the Impact?
The Trump administration is pushing forward with a large-scale reduction in the federal workforce, offering federal employees "buyout" plans to encourage voluntary resignations while also terminating probationary employees.
On the 14th, the U.S. Centers for Disease Control and Prevention (CDC) laid off nearly 1,300 employees in a single day, accounting for one-tenth of its total workforce. The majority of those laid off were probationary employees and new hires within their first year of employment. The affected employees received their termination notices on the 14th and were immediately locked out of their work systems.
On the 14th, National Public Radio (NPR) reported that the layoffs were ordered by U.S. Health and Human Services Secretary Robert Kennedy Jr., whose nomination had just been confirmed by the Senate the previous day. Kennedy's office stated that the layoffs were part of President Trump's efforts to reorganize and streamline the federal government and to serve the American people more effectively and to higher standards. However, the American Public Health Association criticized the move, calling it ill-considered and warning that it would have a destructive impact on the core infrastructure of U.S. public health and affect public medical services.
After taking office, President Trump signed an executive order to establish an advisory committee called the "Department of Government Efficiency" (DOGE), led by Tesla CEO Elon Musk, aimed at cutting government spending. On the 13th local time, Musk delivered a video speech at the World Government Summit in Dubai, UAE, stating that the U.S. certainly does not need 450 federal agencies and that some agencies should be entirely eliminated.

Musk said, "I believe we do need to completely eliminate entire agencies, not just parts of them, because if you leave part of an agency, it's like leaving a weed. If you don't pull out the root of the weed, it will easily grow back."
Since becoming the head of the "Department of Government Efficiency," Musk, with Trump's support, has targeted multiple federal departments, including shutting down the U.S. Agency for International Development (USAID), halting the Consumer Financial Protection Bureau (CFPB), and eliminating the Federal Administrative Research Institute.
Recently, multiple sources reported that at least one member of the "Department of Government Efficiency" visited the Internal Revenue Service (IRS) office in Washington, D.C., to review the agency's operations. When asked whether the IRS was under review, President Trump responded that the "Department of Government Efficiency" was doing an excellent job and that no agency could escape scrutiny.
Musk recently appeared in the Oval Office to publicly defend his efforts to reform and reduce the federal government. Musk claimed that federal bureaucrats are wasting taxpayers' money, with some even becoming millionaires through fraud.
Musk stated, "You cannot allow a federal bureaucracy to operate unchecked."
Musk revealed that he speaks with Trump almost daily and has pledged to uncover fraud and waste within the government, aiming to save $1 trillion, approximately 15% of total federal spending.
On the 11th, President Trump signed an executive order to advance large-scale federal layoffs, stipulating that for every four employees who leave, no more than one new hire can be made. The order also mandates that agencies work closely with Musk's "Department of Government Efficiency" to develop mass layoff plans and identify which departments can be directly abolished.
Trump stated, "Billions of dollars are being wasted, fraudulently used, and abused. I've said before that we need to address this, but no one expected the situation to be this bad, this sick, this corrupt."
So far, the mass layoffs have sparked widespread controversy in the U.S. Supporters argue that it is a necessary measure to cut government bloat and improve efficiency, while critics question the approach as overly simplistic and lacking合理性. Meanwhile, the "Department of Government Efficiency" has faced protests in multiple locations due to its access to information from various federal departments.
14 State Attorneys General File Lawsuit Challenging "Department of Government Efficiency" as Unconstitutional
Recently, attorneys general from 14 U.S. states filed a lawsuit challenging the "broad powers" of Musk and the "Department of Government Efficiency" (DOGE) as unconstitutional. The lawsuit was filed in the U.S. District Court for the District of Columbia, with plaintiffs including attorneys general from states such as Arizona, Michigan, and Rhode Island, and defendants including Musk, the Department of Government Efficiency, and the Trump administration. The lawsuit documents state that the attorneys general believe the president cannot delegate such vast power to an unelected, unconfirmed individual.
Additionally, some Democrats have expressed dissatisfaction with the plan to reduce the size of the government.
U.S. Representative Crockett stated, "If you want to identify the sources of waste, fraud, and abuse through audits, I don't understand why you would bring in someone from the tech industry. I would prefer to have auditors conduct a comprehensive forensic audit."
In response to recent criticism and pressure, Musk stated that his team is "doing its best to remain transparent" and that all actions of the "Department of Government Efficiency" are publicly posted on social media accounts or websites.
Musk also revealed that the government is restoring funding for disease prevention programs at USAID through the State Department. He said, "We act quickly, so we make mistakes, but we also correct them quickly."
